What do you want to grow?
Tomatoes and peppers are best started early as they should be a good size by now, so buy those as plants this year and maybe another year you might want to try your hand at starting them indoors. beans and radishes are extremely easy to grow, and can go in now ...radishes could go in fairly early, but beans need to wait for the warm weather to be consistent....I am going to plant mine in the next week.
onions can be bought as sets and can go in quite early in the season.....I haven't grown them from seed.
Vegetables such as broccoli and cauliflower and spinach are cool weather veggies and can go in quite early also as can peas. Lettuce can be planted early. If you are late preparing your plot, then you might want the veggies to be a good size when they go in, to give them a head start.

I am sure others can offer more advice.....I mainly grow tomatoes and peppers (from seed) and beans and occasionally cucumbers.........cucumbers can go in now also and are quite easy from seed.

I think it is really a matter of preference and situation.
