Is there hope for a one-stalk rose?

I mailordered two roses last year, my first try. I treated them both as instructed (a prairie rose and a Westerland). The prairie rose is doing fine, but the Westerland never budded on more than one of the 3 stalks that came from the root.

This year that one stalk has produced one branch near its base, which in turn has produced 2 canes, about a foot high. (This may not be the correct terminology!) They have lots of offshoots and leaves.

Is this a rose that will grow to its full size, but a bit more slowly? Would replanting it deeper help? Or should I start over with one that produces buds on all the stalks?
