Garden Bed - Maintenance advice needed - newbie.

Hi All,

I am extremely new to gardening and I need some assistance. We purchased our first home less than 2 years ago (in the greater toronto area). We currently have two garden beds - one in the front and one at the back. The one at the back has a bunch of perennial plants. The one at the front has a few small trees / shrubs and some perennial plants. The shrubs look like evergreen ones. See the two pictures of the garden bed at the front of the house.

I always see other neighbours doing spring maintenance in their gardens every year, and I have no clue what to do! I was hoping for some guidance. I have some specific questions

1) Besides cleaning the garden bed in the spring, I noticed people seem to aerate (or fluff up their existing garden soil). Then they top up their garden beds with new soil (which i'm assuming they mix with the existing soil). Do you know what soil should be used to top up the garden bed? I was thinking of adding a triple mix soil - but I think I read somewhere that it may be too rich for evergreen trees/shrubs. What should I use to maintain / improve the soil quality of my garden bed? Note: I am hoping for a simple store bought product - don't really want to mix multiple products to make my own mix.

2) Are there any other tips I should follow? We would like to add some annuals to the garden bed, I hope that shouldn't be an issue.
