Winter dieback

I've had serious winter dieback of my shrubs this year - much worse than other years, when we've had worse winters.

Anyone else on the prairies having this kind of issue? Most affected are my raspberries, black currant, dogwood (I think? It was here when I moved in) and some crazy looking white bushy rose. I plan to remove the rose and cut the others back. Just seemed odd, as I do water well in the fall. Any ideas are welcome.

I live in southern Ontario, and I've noticed more dieback on some of my perennials such as (shrubby) white candytuft. I've had two different candytufts (Iberis) for many years and they have never suffered this much winter dieback.
