soil

We have moved to a new house and built a raised vegetable garden. We filled the raised bed with brand new soil ordered from a local company. The soil is gromax and contains top soil, sand and organic compost. Our tomatoe and pepper plants bottom leaves are turning yellow, and the pepper plants leaves are turning light green. They have been planted for three weeks and do not seem to have grown at all. Could the soil be to blame. Tomatoes bought at the same nursery grown in a neighbours garden are doing much better. Any suggestions as to what is going on?
