fishhook foxgloves?

Last year I started some 'Camelot' white foxgloves. They grew into beautiful large clumps. This year I have a lot of gorgeous white 'spires' in the garden. I was checking them yesterday and I noticed that on all the Camelots, the tip bends over into the fishhook shape. I also have some 'Apricot Beauty' and 'Excelsior' that do not have this problem. Could this be caused by an insect? If it is, should I use a systemic insecticide? Thanks Marg
