What do you mean it hasn't done a thing? Was it in a pot with leaves on it? Was there any buds?
I would be surprised if it was dead because my experience is that peony are super hardy. They don't always flower the first year or 2 even after transplant or initial planting.
Make sure that you haven't planted it too deeply in the ground. They really like to have their eyes just below soil level. About 2-3cm at most.
Also, what if any fertilizer did you use on it? My experience is that they aren't a big fan of fertilizer even though the nurseries push transplant fertilizer and things like that on us when we buy.
They will likely replace it if it is truly dead, but otherwise, be patient some bloom later than others depending on the type you bought. Hope it helps. Good luck.

I thought the same once...it was wilted & dead looking and I didn't have much hope for it. My husband said plant it anyway so to humour him I put it in a spot with not that great soil. 2nd year had some growth and nice leaves but that was it. This year...wow, 10 magenta bulbs just waiting to bloom anyday now. My hubby now fancies himself as the Dr Frankenstein of deceased plants LOL! I know the 3 year rule of sleep, creep & leap but this peony looked really bad and now it's about to flower. So maybe yours just needs some time too.

Peonies are notorious for protesting against transplanting. They apparently hate having the soil level over their roots changed even a little bit. It often takes them 3 years to get established. If yours is green, just leave it be. Eventually you will have a wonderful plant.
