Smoke Tree (winter damage)

A 1.5 year old smoke tree I have has not started growing until May and it looks like it has lost a couple branches due to cold.

I'm interested in opinions on how to deal with this damage..

- is it possible that the main branches will start sprouting new buds even further into the rest of Spring and Summer?

- At which point is wood dead wood? Is it when a season passes and no activity takes place on a branch? There are still little red shoots coming to life on thicker bare branches at the center, now hidden by the foliage that appeared from zero to this in the last 4 weeks.

- should I be cutting off the growth at the bottom near the ground? I plan on removing it at the end of the season to allow the plant to have as much foliage for now, since it is weak?

- what sort of pruning would keep the general round shape and prevent long, sparse shoots from growing out of the present shape on top?
