tulips

I planted a bunch of tulips in my front garden last season and they bloomed very nicely. The problem is that I think that I would like to move them to a different location and am wondering how I do this. Do I have to wait until the stems turn brown before I can dig the bulbs up and then can I plant them again right away or do I have to store them somewhere until the fall?? I am also wondering what to do when I have them in the spot that I would like and after they bloom, how soon can I cut the stems so that they don't look so sad and barren??

Thanks!
