I'm glad you are considering karl forsters. I like the look of ornamental grasses especially when used in modern settings. You can get a whole row of ornamental grasses and plant them close to form a kind of 'hedge'. and in between or behind the row you could add a group of any of the following plants. The trick in modern gardening, especially meadow gardens, or wave gardens is that you have to plant one kind of flower in huge masses. I would encourage you to check out Piet Oudolf and other garden designers in his way of gardening. Chicago's Millenium garden is just one of his many designs.

So here are some suggested flowers:

alliums (purples, whites) (late spring to early summer)
Echinaceas (there are purples and also white kinds)(mid to late summer)
russian sages (lavender like colour)(mid to late summer)
sages (ranges from blues to pinks) (late spring to mid summer bloomers)
stella d'oro (short, good for the front of the row)(orange) (late summer)
verbena bonariensis (annuals, reseeds, purples)(late summer)
Astrantias (reds. pinks)(early summer)

anyway these are just some of the suggested plants. There are more. You need to have an idea of colours, and what you want from that plant - whether it comes up like sprigs, or whether you like daisy like flowers, or spires.

You will have to take into consideration that you garden may get splashed with chlorinated water. My pool hase raised beds on both sides and I have used mainly hostas and day lilies and some ornamental grasses, it looks great and can those plants take the abuse and heat
