I'm planning on starting up a compost bin near my house but I think that this most likely will attract bears because of the reigion I live in.We have many bears walking around town here at night.Is there anything I could do to keep bears away?

In short answer -- none.

Even if you avoid putting rotting fruits and vegetables in the compost pile, there will be succulent moist grubs and other creatures that bears get attracted to. They have hyper sensitive smelling capabilities and can detect odours from miles away.
