Hi Brendan,
I have received seeds from the USA. I have ordered from reputable seed companies. My understanding was as long as it is small amounts of garden seeds and they are well labelled they would pass through customs. I have never had a problem.

I have ordered from Baker Creek with excellent results.
Another place you might want to check out is J.L. Hudson Seedsman ( www.jlhudsonseeds.net ).He is a public access seed bank. He also ships to Canada.

I get a lot of my seeds on ebay from the states and Canada, I just list what I want and find the most reasonable price and postage.

I haven't had a problem ordering seed from the US or the UK, some seeds are not allowed corn I think is one. The packages have declaration slips on them stating contents and come in the regular mail.
