something eating the roots of kale plants

I am posting this for a friend who has something that is killing her kale plants. She plants every year and this is the first time this has happened. It seems that it eats the roots undergound and it kills the plant. She has lost 4 plants so far. It doesn't bother her other vegetables, chard, beets, potatoes, tomatoes, carrots are all fine.

Does anyone have any suggestions?
