Magnolia scale in Montreal

Hi,

For the 2nd year in a row a large Magnolia in my backyard is infested with Magnolia scale. I've done trimming, cleaning the limbs and leaves, but it always comes back with a vengeance. Is there anyone in Montreal who can recommend an arborist or nursery that has experience treating scale? I called a few places but no luck so far.

A horticultural dormant oil applied before bud break (flowers, obviously) in the spring. Use of dormant oils are permitted and won't (shouldn't) contravene any pesticide bylaws. Call a few upscale nurseries, the botanical garden, or Google.
