Canna Seedlings Question about watering?

Hi,

I was wondering about my canna seedlings planted from seed. They are about 1 inch tall some around 2 inches how much water do they need at this point? Should I let them dry out completly between waterings? Or do thay need regular watering like other seedlings?

I seem to be having a hard time finding a right balance with watering for all my seedlings (not just cannas). Last year I forgot to water and they all died, this year I seem to maybe be overwatering so I don't repeat last year but I don't want to rot them either.
