Your photo shows the very typical symptom of virus I have seen and experienced in C. Tropicanna. The same can be said for most of our dark leaf cultivars. Depending on your growing conditions the symptoms may diminish as the season progresses. If you can isolate this plant you may find it will grow and bloom somewhat satisfactorily.
You can see that the lower first leaf first showed symptoms and the newer and larger leaf shows the tell tail effect of the yellow green streaks and blotches that is not found in a healthy dark leaf cultivar. To the best of my knowledge, only a virus will produce these symptoms in a canna.

Thank you, I was afraid of that. This picture is three years old and I divided and shared it with a friend.We didn't notice anything wrong with growth or flowering last two summers but then we didn't realize the green wasn't supposed to be there or know what they are really supposed to perform like. I killed my divisions the last two winters but my friend gave me divisions back so I've still got it.

I believe the Tropicanna Gold I purchased last year (was grown by Monrovia) also has it but don't know if it was transmitted by the Tropicanna or had it already.
