my mistake in dividing canna

Last fall I divided a 2 1/2 foot wide clump of canna mainly because it was encroaching on other plants around it. The many rhizomes it yielded are still viable, and I'm still planting some out, no problem. The problem is the remaining core of the plant has remained a stunted 2 feet tall this summer. I'm guessing my mistake was in not dividing the whole clump and spreading out all the remaining rhizomes. I know better than to make this mistake with my irises.

My question: it's July; is it too late to give this mother clump some help by dividing the core up and spreading them out? Will they recover this summer and grow to their usual 4-6 feet? It's a 'Striata', by the way ('Pretoria.')
