This plant appears to be C. ÂPretoria aka C. ÂBengal TigerÂ. You need to look at the color of the calyx. If it is reddish it is Pretoria. If it is greenish white, it would be C. ÂTropicanna GoldÂ.

What would be the reason why I can't get these variety to grow properly in my area? I have the maroons right now that are about 5 ft tall and are very healthy. I have seen the bengal at the nursery and looks very healthy.

I'm sad because this are the cannas that I fell in love but I can't get them to grow. :(

In the past, I shipped thousands of C. Pretoria into your area and they apparently grew very well without any out of the ordinary problems. The one pictured looks to be doing well so I can only guess that your problem lies with the health of the rhizomes (plants) that you have acquired since your other cannas are doing well.
C. Pretoria does not require any special treatment but does definitely prefer plenty of sun, food and water. This of course applies to nearly all cannas.
I am absolutely certain that you can grow this cultivar if it is reasonably healthy.
