stealing seeds

If you see beautiful canna growing in a place like a shopping center, and you see the seeds are ready to harvest, is it stealing if you take the seeds? You know they don't, so who does it hurt?

In places like botanical gardens, arboretums, public parks, and such there may be posted signs prohibiting visitors from removing plant materials.

Removing seeds from a plant in a place where plants are sold isn't cool. Neither is entering a private property without permission in order to harvest seeds.

But in a place like a shopping center or other commercial property that is accessible to the general public, take the seeds with a clear conscience. They have no purpose or value in that setting, neither to the plant nor to the property owner. They also have little or no hope of germinating and becoming plants unless somebody takes them.
