Most definitely looks like insect damage but, not sure which. Have you seen anything on the plants. Check them at night with a flashlight.
Hopefully someone will come along and be more help.

That's about what my leaves look like in winter when they start to go dormant. Seems to be a combo of dying plants and mold/fungus. I just cut them to the ground.
