How long for spring bulb folliage to die?

The previous owner planted crocus, daffodills, hycinthas and all other spring bulbs. The problem is that where the folliage is at is where I want to plant daylillies. When can I move bulbs. Right now the folliage looks like perfect bouquets, is there a certain way to replant?
