The plant light label doesn't mean anything. It's just so they can drive up the price on the bulbs. I use regular bulbs. Lumens are not a direct measure of how effective the bulbs are. The kelvin is what makes the bulbs. A good range would be 5000-6000. Get the 2 dollar bulbs, you could get 9 for 2 growlights. Don't return them, just get different ones next time. White light gets all the colors need for photosythesis.

Last year I planted cp seeds(sarracenia,VFT's and drosera) and since I didn't want the plants to go dormant(you can do that with seedlings) I decided to keep them under lights for the winter, at the same time it would keep them growing and shorten the time to adulthood.
I too was worried about giving them enough light, but in the end I bought 4 compact bulbs(the energy saving kind) all together they produce less then 5000 lumen and my little plants have been growing like crazy and turning a nice red.
Even now ,I keep some of the little plants under the lights because I found they grow better there than in the sun.
You'll know if they don't get enough light ,they don't colour and become thin and long, but I wouldn't worry too much about the number of lumen.
