When should I repot this guy? Also I noticed this is planted in actual soil which I researched should not be but obviously it is thriving. What should I do?

Wait until the end of dormancy. late winter /early spring. Use only distilled water, rain water or RO water. FULL Sun for at least 6 hours a day, preferably more.
