Actually, you do not have to feed the plant as insects will be attracted to it by scent and color. Since it is outside, but in a sairwell, make sure that the plant does not get direct sun, but rather partial sun, like what it would get under a tree with dappled light shining between the branches. If the stairwell is dark, you might need to place the plant in a brighter place. It will not require direct sun and might be burned by full sun intensity anyways.

As for feeding. If you notice that the plant has not caught anything for a few weeks, you can feed it some mealworms, flies, ants, etc. once every couple of weeks. Just drop one insect in one pitcher and leave it alone for a while. The main thing is that the plant really needs light, mineral free water, moderate temperatures of about 70-85 degrees, and normal humidity of between 50-70% would be nice, however; many carnivorous plants can adapt to lower humidity if needed. Insects are like vitamin pills for carnivorous plants. They only need a little to give them a bit of fertilizer, but they need all of their other main requirements first and foremost. One tip, do not fertilize the soil of your Nepenthes and you will not need to fertilize it's leaves manually if it is being fed or catching insects.
