From what I understand of butterwort pollination, they tend to prefer cross-pollination as their flowers are hard to pollinate by hand and do not self-pollinate naturally. It can be done, but you will need a long, thin, soft instrument that you can push into the flower to get to the pollen, then you will need to push the instrument into another or the same flower to pollinate it. Forced self-pollination is possible, but fewer seeds will be produced and they will not be as healthy as cross-pollinated specimens. Flowers from the same plant do not count for cross-pollination since they have the same genetic base, so it is the same as pollinating the same flower with its own pollen. Maturity from seeds for Butterworts takes about 1 1/2 years to 2 years.

Honestly, the best way to propogate Mexican butterworts is simply to pull older leaves, with the white part intact, and place either in a slightly moist baggie or like a chip dip in the pot. Here's an example of the chip dip:

is it possible to propagate it when it's not in it's winter dormancy state?

I take leaf cuttings all year long. It's a fallacy that only winter leaves can be used. It's just that a winter leaf is thicker and easier to work with.
