You can use a cheap florescent shop light or keep it in a bright window in indirect sun.

It really depends on the variety and how large the plant is. What plant are you thinking of getting? While they will probably all survive under a cheapo 13W CFL they will not grow much. I wouldn't get less than a 23W CFL, twin 15W T8s or twin 14W T5s. It also depends on where you are going to keep it.

well, i was kinda going to keep them outside for as long as i could and then bring them indoors but otherwise i would keep them either near a north facing window or in the basement

Once again the variety is very important. While some highland varieties might do well outside for a while yet, many lowlanders time outside could be short-lived in your zone. You would probably already be short on outside humidity for many varieties and plan on getting a humidifier for inside.

A Northern window would be my last choice.
