I've grown them in pots when I started them from seed and wanted them to get big before planting in the ground. They get kinda lanky and tend to fall over unless the pot is large.

I've never noticed dead Japanese beetles near them. The beetles seem to have a target plant in the garden and that is the only thing I see them on and each year it seems to be a different plant.

From your condo, what plants are you trying to protect from Japanese beetles?
On a small scale, I should think knocking any beetles you find into a can of detergent water might be a more efficient
way to deal with these unwanted insects.
My experience with four o'clocks is they are fairly large plants and not all that attractive except in the evening and early morning. I've never seen them chewed on by any bug, beetle or larval worm. I only grew them to get morning sun as a backdrop to caladiums and hosta.

I planted my roses, crepe myrtles and cherry trees 4 years ago. Since then, they have been consumed by Japanese Beetles around the first of June ... I keep a diary.

I used 'Sevin' one year, but, I don't want to use it, again.

I'm confused. If you're in a condo where are you planting these trees,shrubs and roses? Are these planted into large
pots on an attached patio?

Japanese beetles seem to attract themselves to a bucket of water. When I was in OK the horses water buckets used to be gross every morning with beetles.

Last year I had them by the thousands (millions) all over my perennial Hibiscus. They mainly wanted the blossoms and completely destroyed them. Nothing I did helped because they just kept coming. In Illinois, they arrive around mid June. So, this year I plan to cut back my Hibiscus plants so they don't flower until late July when the beetles are gone.

That might help with some of your plants.

I bring a bowl of soapy water and those are the times I see them sleeping - then I knock them in!
