The cole crops should recover if they're plants and not just seedlings.
My lettuces sprout in fall and reach about a three leaf stage before it gets real cold then they just slow down and sort of go dormant. They're awake and growing nicely now.
The scarlet runner beans you might wait a few weeks and see what happens while there's still time to plant a few more.
We're not out of the woods from frosty weather yet and in the few quite warm days recently I've seen the white butterflies flitting about just searching for your brocco,cauliflower and kale to deposit their eggs. Can you get a row cover over your plants ? Protect them from any frost/sun scald as well as insects.
