onion questions

I'm not very experienced when it comes to onions. Last fall, I planted some large spanish sweet onions from seeds, around September. They came up kind of halfway but eventually were choked out by weeds and were left go. Around February or early March I started getting the garden ready. I pulled most of the weeds from around the tiny onion stalks that looked like they were turning green again. They've taken off and now are tall and healthy and are forming the bulbs? at the tops of the main stalks. Is this the seed? I thought they were supposed to fall over. What is it that formed at the top of the onion stalk and have I waited too long to pull them? The stalks really are huge. Its just confusing to me that I planted these seeds seven months ago.
