Cutting back perennials

Hello everyone,

I've been out of the gardening loop for a year or so due to the birth of my son last February. My goal is to not buy anything new this year because I will not have any time to dedicate to my garden, but of course I had a severe battle of wills with myself just today when one part of me wanted to "look around" at the nursery and the other part of me flat out refused to pull into the parking lot!!! So we'll see how that goes!!!

However, I do have to take care of what I already have planted in the ground, so I'm seeking your assistance please. I have many plants that just look horrible right now, shasta daisies, salvias, rudbeckias, gaura, agastaches, nepetas and of course my mind is a blank right now, so I cannot recall all of them. The twiggy, woody growth from last year is still there and I'm never sure if I can cut those back or not. I know I'm not supposed to trim my lantana, but can I cut back the others?
