lawn issues, please help

Our yard is predominantly sandy with a good coat of Bermuda grass. However, at the street, it is mostly clay with some gravel. It seems that where there is more gravel, the grass is dying. I have removed the rocks that I see. I wonder if there is a PH issue that is causing the Bermuda to die leaving ugly clay and gravel spots at the ditch by the street. Is it the rock, or the clay, or both and what can we do to grow the Bermuda there?
