Wilted, stunted vegie plants

I live in Chapel Hill, NC where the 'soil' is hard and clay

like. I have a fenced garden area. The 'soil' has had about 2" of topsoil added and I have added compost to the area where each plant was dug and planted. The area receives perhaps 5 or 6 hours of direct sun per day. I am currently using a overhead style sprinkler 2X day to water the plants. (I realize this is probably not recommended and could be contributing to this problem.)

I have been adding grass clippings around the base of the plants.

I have several tomato plants, sunflowers and beans. All

are slow to grow, struggling and beset with something that is wilting/eating the leaves.

There are 20 rosebushes in the same garden that thrive and do great with little or no care.

I never see any insects on any of the plants.

Any idea what is going on and how to resolve it?
