Should Echinacea 'Kim's Knee High' be blooming already?

I planted several coneflowers last year including "Kim's Knee High." The Kim's Knee High bloomed well last year and wintered over well, too. Yesterday I noticed that the Kim's Knee High plants are much farther ahead of the rest of my coneflowers. Most already have buds and one of them even has its first bloom. Does anyone know if it is normal for "Kim's Knee High" to bloom so early in the season here in zone 7b?

If so, does it also finish its bloom season early?

(The Pixie Meadowbrite that I planted at the same time last year very close by is barely up out of the ground -- it is a LONG way from blooming).
