Of Bugs and Bulbs

That was a rather nifty posting subject line above eh'? I may entitle a book that someday.

An easy 2 part question.

1. Noticed an interesting bug on my yellow rose today. A triangular shaped little ugly beastie, with a swath of bright white cotton on it's behind. He or she left a cotton like web thing on the stem and base of the only rose bud I have left currently on the plant. What is it and should I worry?

2. Regarding daylily bulbs which I should have probably posted in that particular section, once they are done blooming would it be safe to dig them up and transplant them to another portion of the garden in a few weeks despite the heat? Currently they sit in front of the garden and would like for them to be in the back due to height. I figure since they are bulbs they will have plenty of time to root and lay dormant this winter and (hopefully) come back as nicely next year as they did this year. Am I wrong to do this soon or should I wait until fall when it's cooler>??
