White Jumping Bug

Every year I get white, powdery stuff on some stems of my shrubs and perennials that I would describe as jumping bug nests. When I touch the powdery area, white bugs jump out. Can someone tell me what this is, if is is harmful to the plants, and how best to get rid of it or whether to even worry about it. They don't really seem to be hurting anything except it looks ugly. Prefer no chemicals. Tried squishing but they jump too fast!
