Length of Planting Season in Zone 8

We'd like to add some shrubs in our backyard, but we're not sure when to plant them. I've heard that, in zone 8 (we're in the Piedmont region of North Carolina), we should plant no later than the end of October. Is this true? If not, how late can we plant this fall? (We have to add ligustrum to the holes in the hedge that's already at the back of our property).

Hmhooks,
I am near Augusta, GA, in SC, zone 8, so I think our weather is the same.
The best time to plant really, is in the fall.
The roots have the entire winter to get established for next years growing season.
The fall lasts til the middle of November.
From Sept. 15, thru the middle of Nov. you can plant.
For a privet, plant September.
That's truly the best time, and mulch, mulch, mulch.
