You can grow any plants you want in the house now.
Outside it really depends on what you want.
A shrub? A tree?
Most people plant out in April.
Pansy is a great winter plant if you can find any. is that what you mean?
Grow herbs in your house now if you want to on the window sill. They are cleaner that way anyway, the bugs wont get them.
