Well, that's a relative question. If your soil is well-draining, and you've got it planted in an elevated manner, it will be fine. And yes, rootstock can make a big difference in general, but for Eureka lemons, they are mostly all on either Macrophylla, Volkameriana or Rough Lemon, with Macrophylla being the most resistant to Phytophthora (the organism responsible for foot and root rot). So, the variables for you are first, how well draining your soil and the spot is, and secondly, the presence of Phytophthora in your soil, and what rootstock your tree has been grafted to. If you're concerned at all, you can always treat the soil around the tree with AgriFos (2 Tbsp. of product in 5 gals of water).
