Navel Flavor - half sweet?

Hello, my navels here in Phoenix have had bright orange rinds since early December. I have been sampling them since about the middle of December. The flavor seems to be changing a little...maybe they are getting a little sweeter if anything.

Here is what I noticed today: the bottom half of the fruit flesh (by the navel) is more orange in color and sweeter than the top half of the fruit. The top isn't terrible, but not as good as the bottom.

Is this normal? Will the top half of the flesh turn more orange inside and get sweeter with more time? I thought they were supposed to be ripe right now.

I am unsure of the variety (assuming it's Washington) and age of the tree, but it is a dwarf and has been making fruit for 4 years now (it didn't the first year I moved in). The fruit has had from 0-3 seeds per fruit if that matters for IDing.
