1st of 6 Dwarf Citrus trees with issues

This is my 3 year old Blood orange tree grown in South Florida. I repotted after 2 years into the current 5 gallon bucket. The tree is very short, has never even thought of blooming. I lightly fertilize monthly and water weekly. What can I do to make it thrive?

Post a photo, tell us what rootstock it is on, and maybe have a little patience. If it is going to bloom this year, it should do so in a cupla months.
