Identifying grapefruit tree fungus/disease

Hello! I am trying to determine the cause of my grapefruit tree's decline in health and I could use some help.

I'm not sure how old the tree is...maybe 50 years. When we moved in 5 years ago the tree was lush. Since then it
is thinning out on the side closest to the house...the south side (in New Zealand this is the side that doesn't get the sun). We have dead leafless branches every year now that we cut off and the leaves are hard and curled. Some leaves have black sticky 'dust' on the underside which in the past has been attributed to white flies (and was treated with Neem oil) but I haven't actually seen white fly this year (yet). My research online has turned up Citrus chlorotic dwarf virus but I'm not convinced that's a good diagnosis. I'm serioulsy concerned that this beautiful tree is dying. Any helpful suggestions will be very much appreciated!
