Next steps for mandarin?

We planted a tango mandarin almost a year ago. It had a rough go, but here we are, 10 months later and we now have a flush of the tiniest of blooms and leaves. The last time I fertilized was in December. We have about 4 or 5 fruits on the tree, kind of on the small size. My question -- now what? Fertilize again? Leave the smallish fruits until they ripen or remove them? Also, just out of curiosity, in So. Cal, how long does it take for manderins to develop, grow and ripen? Thanks!!!
