underfeeding meyer lemon?

I have my Meyer lemon indoors under a high pressure sodium lamp for the winter. It's flowering like gangbusters and has set 3 fruit so far. However, it isn't pushing out any new growth and hasn't for months. It's planted in gritty mix and I fertilize 4 out of 5 waterings with 1.2 mL foliage pro and I water every 4 days or so.

Now, to me this seems like a lot of nutrition. I am seeing some leaf yellowing that appears to be indicative of nitrogen deficiency. I'm considering bumping up the concentration of foliage pro to 2 mL and see if this ameliorates the yellowing. Thoughts?

Note: The yellowing isn't as bad as the first photo suggests. I think that's just an artifact of the HPS bulb color.
