Oh ok. Thank you. Since I'm new to citrus I had no idea. I panicked for a second there.

All treated, inspected and certified citrus must carry that tag in the state of California, milknsky. Not to worry, you WANT that tag on your citrus! And yes, that is to warn you not to take ithe tree not only out of state, but out of your area. You should not cross county lines with citrus in S. California, either, just to be safe, as certain areas are under quarantine for the ACP, and the CDFA doesn't want you to move citrus from one area in the county or from county to county.
