In the teens for any length of time isn't just cold shock - it's a death sentence. Satsuma may be one of the hardiest citrus varieties, but a plant with new, young growth will be damaged by temperatures only a few degrees below freezing.
You shouldn't order so early in the year. And a good nursery wouldn't ship citrus when temperatures are likely to be in the teens.

Yikes is right! I have some coming from Florida that have been on hold even when temps were in the 40's for a week here....They won't ship out until closer to spring...

The good news is that the other parts look ok..
