No, not close enough to ID, swrancher. Can you provide much more close up photos? I would suspect, based on where you are in the country, that you're probably dealing with either aphids or the Asian Citrus Psyllid (much worse). Please give us closer photos, so we can actually see the bug. In any event, you need to get rid of them. Spinosad or Imidicloprid will take care of aphids, as well as a hard blast of water, and then controlling for ants in your trees, as ants will farm aphids, and are also attracted to the sticky substance the ACP larvae produce. So, definitely make sure you're controlled for ants in your trees as well. Imidicloprid will help to control the ACP, but if this is what you're dealing with, I would advise you to contact your local ag agent for additional assistance, so you can help to protect your treest from HLB (Huonglongbing, or Citrus Greening disease, which is fatal to your trees.)
