Is this my dwarf Washington navel or the rootstock?

I have a four year old dwarf washington navel that has never produced despite copious largish pretty flowers.

Same age satsumas nearby are mcuh larger and have produced.

Some of the branches on the navel are not round in cross section, but rather star shaped, with ridges running down the length of the branch. Some branches also have thorns.

All of the branches appear to arise above the level of the graft.

Should I pull it out or maybe cut it back and graft on a new specimen?

Nearby kumquats have similiar branches and I have seen fruit on those branches, so I'm not sure that I'm not just being impatient and should wait it out.
