im battling them as well in my greenhouse. Not so much on the citrus but on this years vegetable seedlings. Neem oil every couple of days is doing a decent job. The key is to do successive treatments as the eggs hatch. Dont forget to do the underside of the leaves.

I also make my own yellow sticky traps out of bright yellow posted board and sticky gel. The gel I get at a local Ag store that is specific for trapping flies and gnats. White flies are attracted to the yellow

I think you can use plain old KY jelly as the sticky part also.
