Miho Satsuma has never bloomed

I purchased a 3-gallon Miho satsuma (unknown root stock) in 2008. It had a few blooms on it and we harvested two or three satsumas the first year. Although the tree has grown modestly, it has never bloomed again and I see no bloom on it this spring. It does get some filtered shade during the day and I am wondering if it requires more sun to bloom? It is fertilized with granular 13-13-13 or lawn fertilizer every year before growth commences.
