What have the daily / nightly temps been lately? Has it blomed in previous years?

Mine bloomed in January, we are in similar zones but opposite parts of the country so yours should've bloomed a couple weeks later than mine. It will probably also depend on what your winter weather was like, that will effect it's blooms this year. I had a really warm winter and my trees bloomed a month earlier than normal. Have you fertilized?

Sometimes citrus will alternate bear, some cultivars have more of a tendency to do this than other cultivars. Also, if you leave fruit on the tree too long it will force a tree into alternate bearing. Not enough sun, not enough fertilizer can also cause low bloom rates as well.
